Meet the OGRE

What is the OGRE?

The Airport OGRE is a tool designed to help pilots familiarise themselves with an airport and its hazards, potential mitigations, and the potential risk of factors contributing to major occurrences.

It has 4 simple stages:

  • Airport database search
  • Hazard identification checklist | Potential mitigations
  • Risk of primary occurrences
  • Summary report

Hazard Identification Checklist

The hazard checklist is broken down into 6 primary categories for ease of hazard identification. When a hazard is selected, it will automatically offer possible mitigations/controls which can be selected for the final report, or disregarded.

Users can work through the list, utilising resources such as airfield charts, AIP/AIS and other relevant sources to identify if hazards are present.

This process increases familiarisation with the airport and operational environment.

Primary Occurrence Categories

Primary occurrence categories have been identified in aviation. These are the most common types of event seen within the commercial air transport operations.

The Airport OGRE will automatically identify which event specific hazards may contribute towards, and provides a risk summary for these primary event categories.

Runway Excursion (RE) A lateral veer-off or longitudinal overrun, not primarily due to SCF or ARC.

Runway Incursion (RI) Incursions onto runway surface or risk of incursion due other vehicle, traffic or person. Includes incursion due loss of separation.

Controlled Flight Into Terrain (CFIT) In-flight collision with terrain, water or obstacle without indication of loss of control.

Loss of Control In-flight (LOC-I) Loss of aircraft control while in flight, not primarily due to SCF (system or component malfunction).

Abnormal Runway Contact (ARC) Any takeoff or landing involving abnormal runway contact, not primary due to SCF, leading to an accident. Includes hard landings, tailstrikes, USOS (undershoot/overshoot) and incorrect runway.

Taxiway Excursion/ Incursion (TE/TI) Taxi related issues

ACAS alert/ Loss of Separation/ (near) mid-air collision (MAC)

Windshear/ Thunderstorm/ Turbulence (WSTWR) These are also factors in occurrences such as LOC-I, ARC, RE etc, however they are considered separately to highlight the specific risks.

Other Safety Factors (OSF) General factors which increase overall risk, included to increase big picture SA.

Risk Rating Report

The summary report can be downloaded as a PDF. It contains the following information:

  • Assessment title, assessor name, date
  • Airport information from database
  • ICAO airfield categorisation (A, B, C)
  • Hazards and any selected mitigations/controls
  • Overall ‘OGRE’ risk rating
  • Primary occurrence category risk

Benefits of using the Airport OGRE

The Airport OGRE provides a tool for improving airport familiarisation, and for streamlining risk assessments on airfields.

When used by pilots, it can increase their awareness of potential threats (and mitigations) which can help increase situational awareness during operations. It also provides a tool for building airport familiarisation in a structured way.

Increased understanding of how specific hazards/threats could potentially be factors in incidents/accidents can help improve threat & error management and situational awareness during operations.

The downloadable report can be used as a TEM briefing tool, or as a summary for future re-familiarisation.

Familiarisation includes knowledge of terrain/MSAs, meteorological conditions and navigation and operational procedures. Route competence is generally valid for 12 months

Limitations

The Airport OGRE is a familiarisation tool only and will not lead to a direct reduction in accidents/incidents. Official training, guidance and safety management system tools must be implemented and this is in no way intended as a substitute for those.

Users will require access to official airport charts in order to identify hazards present. The tool can also be used as a general awareness tool for identifying which hazards may lead to certain occurrences, but does not provide access to required resources.

The tool does not take into account any human factors, performance, type specific or other factors, and all assessments and reports are for awareness only and are not intended as training or safety guidance.
